L134 is more hardy and tolerant of hard water than L168, from what I understand. And easier to breed.

I think they are both very pretty (not that I have owned either). If you have very soft water, go for L168 by all means, but if your water is harder than very soft, you will be better off with the L134. No fish looks good when it's not doing well...

Living in Canada has no drawbacks at all for plecos. Checkout my forums, all kinds of members including myself who sell a lot of different plecos. I know who you are looking at buying the zebra from, as he posts on my forums as well. Lots of different kinds are available, and for not the same price as zebras. Look at L333, they are a much cheaper hypancistrus come in a few varieties (white / black and yellow / black) no they are not as white as a zebra, but nothing is. They are a heck of a lot cheaper tho and still very nice fish!
