Please help identify what is growing on the tank glass

There is a film all over the inside of the aquarium glass. It wipes off but comes right back. I thought it was algae at first but the Otos and Plecos leave it alone.

Our water parameters are fine and we just had the water tested yesterday. Temp sits at about 76 F and we have 2 plecos and an Oto in the tank. They leave it alone. It is currently a low light tank.

Hard to tell from the video, or pic, but looks like hydra.

how long does it take till it comes back ? How much light and how long for is it on ? What is your feeding regime ? cheers jk

It is currently a low light tank (~1W/gal). We did have the light on for 12-13 hours a day but are trying to reduce it to 8-9 to see if it helps. It takes about 1 or 2 days to start coming back after wiping off the glass.

It looks like it could be some sort of Bryozoan a form of which branches like a grey moss.
